The President of the Italian Republic Mattarella, after a failed attempt to hand over the Government to Mr. Conte again, had the idea to ask Mario Draghi to form a new one, as Italian politicians respect Mr. Draghi’s International standing.
A new government of National Unity is composed of technocrats mostly, a strong and large majority in the Parliament. Mr. Draghi’s Cabinet is supported by the main political parties, Democratic Party, Five-Star Movement, Forza Italia, and Northern League. The latter two are part of the Center-Right Coalition with Brothers of Italy, which decided to stay apart from the Government of National Unity.
The rough times required this move because of the pandemic, according to President Mattarella. This move from the Head of the State was not sought without consequences. Who are the winners and losers after this move? The balance of power is completely reversed now in Italian politics.
The previous Yellow-Red Government, held by Mr. Conte, was born from a casual alliance between the Five Star Movement and Democrats, to halt the advance of the Center-Right coalition led by Mr. Berlusconi and Mr. Salvini.
Five Star Movement had previously lost voters’ support but now is even split into several factions. Some political figures from the Movement, with tricky thoughts, claim that the declining popular support never happened: the results of the 2019 European elections are not as important as the 2018 Political elections. But it is impossible to deny the facts.
The crisis of the Movement founded by Mr. Grillo is serious and probably irreversible. The majority of deputies and senators of the Movement changed their minds and passed over to more moderate and Liberal positions. It was a radical change that will have difficult aftermath on the popular support. Voters hoped that The Five Star Movement would have opened the Parliament, like a can of tuna in own Mr. Grillo’s words, to show people the secrets of power.
Now it is obvious that the party is largely absorbed by the Political system. The real victims of the rise of Mr. Grillo’s Movement were Mr. Berlusconi and the Democrats, who are now in a better position.
The Democrats are still split into factions because of their lack of identity and of an ideological crisis. The post-Communist Mr. Zingaretti, leader of the Democratic Party, stated that Dems are an alternative force to the Center-Right coalition, but actually it is very difficult to believe it, as they both support the same Liberal politics of Mr. Draghi’s Government. Mr. Renzi, former Prime Minister of Italy and historical figure of the Democratic Party might be lurking somewhere, ready to hit and take back the political confidence of his fellow Party members.
As the Five Star Movement and Democrats are split in factions, it is clear that the Center-Right coalition led by Mr Berlusconi and Mr Salvini is now stronger. Both shared the responsability to support the government of National Unity without taking the opportunity of new elections. Mr Berlusconi, who lost popular support in the 2018 General Elections, will be part of a new Cabinet after ten years. The political fortune of Berlusconi, head of the Center-Right coalition, seems to be renewed, thanks to cunning, temperance and political realism. Mr Salvini abandoned his strong sovereignist policies. On the other hand, as a member of the new Cabinet, he will manage the European loans and funds as he sought in his political agenda.
Only one party of the Center-Right Coalition is out of Mr. Draghi’s Cabinet. The leader of Brothers of Italy, Giorgia Meloni is strongly loathed by the radical-chic middle class for her nationalist views. She secured her support to the Government when favorable political issues for Italian citizens will be handled.
The two party system is rising again with the fight between Center-Right coalition and Democrats. It is clear now.
